
Summary of Services to be Provided under ACES RFP #25-04
Consolidated School Support Services (CSSS) is available to provide both Owner’s Representative and Technical Consulting services to ACES participating agencies. CSSS brings more than 50 years of combined education administration, legislative, facilities, construction
and financial experience to the table that allows us to support our clients in a variety of ways to ensure that they meet statutory and regulatory requirements and develop meaningful and useful projects to support their educational goals and objectives. Our years of experience supporting educational entities to develop sound facilities practices allows us to support ACES participating agencies in several ways to ensure successful outcomes in their facilities program. Projects completed by CSSS meet the highest standards of quality, attention to detail, client focus, ethical conduct, and customer satisfaction.
Technical Assistance
CSSS will work with ACES participating agencies from start to finish in evaluating facility needs to appropriately support the entities’ core mission. Since its inception, CSSS has completed facilities master plans for seven school districts and charter schools statewide, safe school plans for 11 others and is under contract for an additional seven facilities master plans. We understand the school facility landscape and will focus on conducting a thorough evaluation of each facility to determine conditions and to determine the best way to meet the school’s goals and objectives. An analysis of condition, space utilization, instructional need, shortterm and long-term goals will lead the project team to choose the proper path forward for the project. CSSS will be there each step of the way to assist in understanding PSFA requirements, to help develop funding strategies, and to provide guidance to owners regarding the construction process, helping leaders in understanding space and how to allocate it effectively to support instructional programs. Further CSSS will be at the owner’s side throughout the project to set expectations on construction schedule, timelines, budget
and to assist in interacting with various stakeholders as the process unfolds.
Construction Management/Owners Representation
CSSS will be the eyes, ears and voice for the owner as projects unfold. We will be at your side through the design phase linking our work as technical consultants to project design and we will ensure the owner’s priorities are our priorities. We will ensure further that the best interests of the owner remain at the forefront of all decisions as construction progresses and will provide advice and assistance at every step of the way. CSSS staff is well versed in the statutory processes and regulatory requirements of NMPSFA, the Public Education Department as well as construction regulations of the Constructions Industries Division of the Regulation and licensing Department.
CSSS will ensure that construction specifications are met by the contractor, will review and approve material submittals and manage change orders, review contractor invoices and all payment requests to ensure funds are spent to get the best outcome for the school and the public. Our senior staff brings considerable experience as a general contractor, have served asthe PSFA Facilities Assessment Database Manager and has served as Owners Representative advising on multiple construction projects for school districts and charter school, saving client considerable dollars through cost saving analysis all the while ensuring high quality facilities are built.
