PROCUREMENT PARTNER: Dual Language Program

WestEd proposes to provide comprehensive dual language program development, educator professional learning, and implementation support to ACES Participating Agencies through its research-based Quality Teaching for English Learners (QTEL) framework. Services are designed to strengthen and sustain high-quality dual language and bilingual education programs aligned with Yazzie–Martinez obligations, Bilingual Multicultural Education Program (BMEP) guidance, and Culturally and Linguistically Responsive Instruction (CLRI) expectations.

Under this contract, WestEd will offer configurable professional services that Participating Agencies may select in coordination with ACES. Available services include:

• Leadership Institutes and Leadership Professional Learning Communities to strengthen instructional leadership, system coherence, and implementation fidelity for biliteracy and multilingual education programs;
• Teacher Professional Learning Institutes (PK–12) focused on rigorous, language integrated instruction across English–Spanish and English–Indigenous dual language contexts;
• Job-embedded coaching and technical assistance, including Collaborative Lesson Inquiry Cycles (CLIC) and Teacher Instructional Practice Support (TIPS), to support transfer of professional learning into classroom practice;
• Dual language program planning and targeted improvement support to strengthen alignment across curriculum, instruction, assessment, and leadership systems;
• Data collection, documentation, and reporting support to assist Participating Agencies in monitoring implementation, demonstrating continuous improvement, and meeting ACES and state accountability requirements.

Services may be delivered onsite, virtually, or through blended models and are adaptable to 50/50, 90/10, heritage language, and maintenance bilingual program designs. All offerings are structured as turnkey, firm fixed-fee or defined-rate professional services and will be delivered in coordination with ACES oversight and within the established not-to-exceed contract amount.
